PCO Releases Synopsis for Project and Contracting Office Services

The Project and Contracting Office (PCO) has a need for program management and oversight office services in support of the Project and Contracting Office and Sector Project and Contracting Offices. Two solicitations will be issued by the Pentagon Renovation Program on behalf of the PCO. The first solicitation is for program management and oversight office services for the overarching Project and Contracting Office (PCO). The PCO oversees and manages six separate Sector Project and Contracting Offices (SPCO) and is responsible for coordination and integration of the PCO's mission and program objectives. The applicable solicitation is Number W914NS-04-R-0001 and will be available at http://www.eps.gov/

The second solicitation will be for Program Management support of the SPCOs. Each Sector corresponds to a Ministry within the Iraqi government: 1) Transportation and Communications Sector; 2) Electricity Sector, 3) Buildings/Health Sector, 4) Security/Justice Sector, 5) Public Works/Water Resources Sector, and 6) Oil Sector. The PCO/SPCOs are responsible for Financial Management, Contracting, and Programming (projects and project management). Accordingly, the PCO/SPCO contractors will be required to provide expertise in these areas. The applicable solicitation is Number W914NS-04-R-0002 and will be available at http://www.eps.gov/

In lieu of a separate Pre-proposal Conference as previously contemplated, the Office of the Deputy Assistant Secretary of the Army (Policy and Procurement) will be conducting a Solicitation Conference for offerors interested in contracting opportunities related to Iraqi reconstruction. This conference will include a presentation by the Pentagon Renovation Program and question and answer period dedicated to the PCO and SPCO solicitations. This event is being co-sponsored by the National Defense Industrial Association.
